So discourage road use, why doesn’t the government charge for the use of the road and pass that money back into the public transport infrastructure?

Too Many Cars
Why are there so many cars on Britain’s roads? As soon as there is any kind of problem, an accident or a broken down vehicle, this fact becomes dreadfully apparent.
This morning there were 5 accidents on the A1 in Hertfordshire, including a three litre engine blocking one of the lanes if you can believe that. My journey takes me from junction 9 to junction 4 (17 miles), this took me 2 entire hours, so that was less than 10 miles an hour.
Was privatisation the cause? Or the solution?
It seems that many people believe that a major factor in causing the problems we face daily in getting around was the Privatisation of the UK’s rail and bus services.
Although some time ago now, Chris Keene, the Green Party’s campaign co-ordinator commented in Aug 2004:

As I was driving to work this morning I realised that there is something fundamentally wrong in the UK at the moment. At 7.30am all roads from my house to work (it took 45 minutes for a 24 mile journey) were packed. Queues on the motorway, queues getting off the motorway, queues to get into the car park.
The cheapest price?

The BBC currently class the subject of the UK’s public transport as a “Hot Topic”, here are their key points:

In 1999-2000 there were 917 broken rail tracks - one of them killed four passengers
Not just by car, how about a rocket?
Reading through some old BBC articles I noticed this (it’s about 5 years old, but still valid):
